RefusalOf<Handle> = Handle extends CommandHandle<CommandFields, infer Reason> ? Reason | `${EngineRefusalOf<Handle>}` : never

Every reason a command of Handle can be refused with: those it declares and the engine’s it can meet, as CommandRefusal’s string values. A Record<RefusalOf<typeof city.commands.place>, string> of HUD lines covers each, and no other, with no cast.
